European Union is the largest regional association directed on creation of the political and currency-economic union of European states with the purpose of elimination of all obstacles in a way of free movement of the goods, services, the capital and people, and also for formation of uniform foreign policy and policy in sphere of safety. The structure of the European Union includes 25 states: Austria, Belgium, Great Britain, Hungary, Germany, Greece, Denmark, Ireland, Spain, Italy, Chyprus, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Slovakia, Slovenia, Finland, France, Czechia, Sweden, Estonia. In European Union the uniform home market is created, restrictions on free moving of the goods, capitals, a labour between the countries are removed, the uniform currency system with uniform supervising monetary and credit establishment is formed. Basic institutes of authority The European Commission The European Commission is the executive of European Union consisting of 25 members (including the President) which are appointed to five years by the national governments, but are completely independent in performance of the duties. The structure of the Commission affirms by the European Parliament. Each member of the Commission is responsible for the certain sphere of policy of EU and heads corresponding General Directorate. The European Parliament The European Parliament is the assembly of 732 deputies directly selected by citizens of the countries-members of EU for the period of five years. Chairman of EuroParliament is selected on two a year. Deputies of EuroParliament study bills and approve the budget. They make joint decisions with Ministerial council on concrete questions and supervise work of Unions of EU and the European Commission. EuroParliament holds plenary sessions in Strasbourg (France) and Bruxelles (Belgium). The Council (Ministerial Council) Ministerial Council — in EU — is the basic body of decision-making which gathers at a level of ministers of the national governments, and its structure varies depending on discussed questions: Ministerial Council of foreign affairs, Ministerial Council of economy, etc. Within the limits of the Council representatives of the governments of the states-members discuss acts of EU and accept or reject them by voting. The European Court The European Court — judicial body of EU of the highest authority, adjusting disagreements: - between the states-members of EU;
- between the states-members of EU and the European Union;
- between institutes of EU;
- between EU and physical or legal persons.
Court of Auditors Court of Auditors is the body of the European Union created with the purpose of carrying out of auditor check of the budget of EU and its institutes. European Ombudsman European Ombudsman is engaged in complaints of the European private and legal persons to institutes and establishments of EU. |
